RCCSGV Supports Housing Expansion While Protecting Local Businesses Through Responsible Transition Measures

The Regional Chamber of Commerce – San Gabriel Valley recognizes that California is experiencing one of the most significant housing shortages in the nation. The lack of affordable and attainable housing places enormous pressure on working families, students, seniors, essential workers, and local employers. It contributes to workforce instability, increased homelessness risk, reduced quality of life, and diminished economic competitiveness. Ensuring that residents can live near where they work, learn, and contribute is essential to the long-term vitality of the San Gabriel Valley.

Policy Position of the Regional Chamber of Commerce – SGV

The Regional Chamber of Commerce supports responsible, well-planned housing expansion, including affordable, workforce, senior, student, mixed-income, and transit-oriented housing. The Chamber further supports adaptive reuse and redevelopment of underutilized properties where appropriate, provided such development is balanced, transparent, equitable, and consistent with community needs.

Commitment to Supporting Displaced Businesses

The Chamber also recognizes that some housing and redevelopment initiatives may result in the displacement of existing small businesses—many of which are minority-owned, family-owned, and long-standing contributors to local economies. Economic progress must not come at the expense of livelihoods.
 
Accordingly, the Regional Chamber of Commerce – San Gabriel Valley calls upon cities, counties, and the State of California to ensure that when redevelopment occurs, impacted businesses receive meaningful transition and relocation assistance, including but not limited to:
  • Financial and relocation support
  • Assistance in identifying alternative business locations
  • Expedient permitting and regulatory guidance
  • Access to technical and economic development resources
  • Transparent communication, adequate notice, and structured transition planning
